The first thing to check with an electric jack is the battery. If the battery doesn't have enough charge or has gone bad then the jack will struggle. It is easier for it to lower because gravity is helping out. When raising the trailer though it requires more power. You could take the battery to an auto parts store to have it tested. If the battery is fine then it could be an internal problem such as a switch or the motor.
